Mutual Assistance - Other Utilities and/or Contractors

The Requesting Company should, after a rational appraisal of the extent and severity of the situation, determine if the assistance of additional crews is justified. If so, they should contact the management of other utilities or contractors for the desired assistance.

It is essential that the responding company know in specific detail the type of work their people will be expected to perform, thus enabling the responding company to dispatch properly trained workers and supervisors. Requests for emergency workers and supervisors. Requests for emergency workers by titles, such as Meter Serviceman, Large Piping Fitter, Underground Maintenance Fitter "A" or Welder Fitter "A", could result in confusion since there is a lack of uniformity in the use of such titles.

In such reuses for additional utilization servicemen it would be desirable to request:

  • A supervisor for each approximately ten servicemen;

  • The men come equipped with radio-equipped cars, including the supervisor's car - so they can communicate with one another;

  • The men be uniformed if possible, and have identification badges;

  • The men be equipped with their own hand tools; (all material and supplies, including curb box tools, would be supplied by the requesting company).

Requests for pipeline contractor's assistance should include:

  • Equipment required - including operators;

  • Number of men by job classification desired.

Each Company based upon its experience should estimate the number of meters that can be handled by its own crews

An outage affecting more meters than they can handle should justify the request for additional utilization servicemen from neighboring gas utilities.

It should be urgent to make this request as soon as possible as an 18 to 24 hour delay may be expected before the outside assistance can arrive, be orientated and put to effective use.

Upon notification by the responding utility to the Management Group of the number of men available, the Management Group should give instructions as to the report and orientation location.

A sample of a prior executed Mutual Assistance Agreement between neighboring utilities is included.
